COGGINS & HEALTH PAPER REQUIREMENTS

ALL CONTESTANTS are required to bring documents to the Check-In Booth at Gate #5, or the Stalling Office if arriving after hours, upon entering the grounds so that Elite Barrel Racing staff can obtain a copy of each required document per Texas Animal Health Commission (TAHC) regulations.

The following will be enforced by the Extraco Events Center and Elite Barrel Racing:
  • ALL HORSES entering the grounds, whether a competition horse or not, are required to have a negative Coggins.
  • In-State horses are only required to have a negative Coggins test within the last 12 months.
  • Out-of-State horses are required to have a current 30-day Health Certificate and a negative Coggins test within the last 12 months.
  • Day riders are required to show paperwork at the Check-In Booth.
  • You may submit required documentation via email to intern@hotfair.com in advance - you will still be required to stop at the Check-In Booth upon arrival.
  • Contestants without proper paperwork will be asked to leave the property immediately. ABSOLUTELY NO ACCEPTIONS!

Stalls & RVs

The barn will open on Thursday, June 25 at 9:00 AM. Early arrivals are not allowed.

  • The stall office is open 24 hours for stall and RV check in one the barn is open.
  • All stalls are pre-assigned. If you want to stall together, one person in your group must purchase all the necessary stalls.
  • You cannot bring portable panels or tie your horse to your trailer overnight.
  • Stalls are for race days only; if you need to stay Sunday night, please make arrangements in the stall office ahead of time.
  • No outside shavings are allowed. Shavings must be purchased from the facility.

Important Dates

Pre-Entry Information:

  • Open May 1, 2026 - June 15, 2026
  • Accepted online and emailed to entry@elitebarrelracing.com

Late Entry Information:

  • Entries received starting June 16, 2026
  • Late entries are accepted until run 100 of the Open and Youth Races
  • Open entries will have a $30 late fee
  • All late entries will be put into the late draw
Once you have been entered, you can add entries or incentives using the Add Form without having to pay an additional processing or late fee.

Drawout Deadline

Drawout forms must be returned by email or onsite by the deadline to receive a refund. Refunds will be given for entry fees, stalls, RV's, and shavings, less a 25% service charge. No refunds will be given for processing fees or exhibitions. We do not require a doctor or vet release.

NOTE: Refund payments are processed on the 15th and 30th of the month.

W-9 and Payment Policy

  • A current W-9 must be on file in order for a check to be issued. Contestants who do not pick up their winnings during the event will have their checks mailed the following Monday only if a current W-9 is on file for that contestant. Non-US residents or entities must submit a W-8 to the entry office.
  • Checks WILL BE mailed to the mailing address listed on the contestant’s entry form. It is the contestant’s responsibility to ensure all W-9 information is accurate and up to date.
  • Any checks returned due to incorrect or outdated mailing information will not be re-mailed and must be picked up in person at the Elite Barrel Racing office located at the Extraco Events Center during normal business hours.
  • Failure to provide a completed W-9 within 90 days of the event will result in forfeiture of all winnings. No exceptions will be made.
  • Checks must be cashed/deposited within 90 days, or all monies will be forfeited.
  • Any check that must be re-written or re-printed due to the contestant’s failure to notify the entry office of the correct pay-to party will be subject to a $40 check re-print fee, which will be deducted from winnings or must be paid prior to the re-issuance of the check.

Race Details

Youth Race Details & Rules

Stars & Stripes Youth Race sponsored by McGregor General Store

This race will run in the Show Pavilion Arena (not in the Coliseum)

Entry Fee: $275
  • Age: 19 and under. Age is as of the first day of the race, June 26, 2026
  • The Youth Barrel Race will be run in a 5D format with 0.5 second splits
1D = fastest time of the race
2D = fastest time of the race plus .5 second
3D = fastest time of the race plus 1.0 second
4D = fastest time of the race plus 1.5 seconds
5D = fastest time of the race plus 2.0 seconds

  • There will be two go-rounds and a championship short go. If all placings in a division are not filled, the remaining places will be divided equally in that division, and checks will be split among the other divisions.

  • $10,000 added money guaranteed payout to winners of the Youth Championship Round

  • Payback 75% of entry fees and 100% of added money.
  • The purse will be split so that 25% of the total purse is paid in each qualifying Round and 50% paid in the clean-slate Championship Round.
  • Buckles will be awarded to the winners of each D in rounds 1 and 2, as well as the Championship round for a total of 15 buckles.
  • Fifteen contestants in each division from each qualifying round earn a spot in the clean-slate Championship Round. If a contestant qualifies in both qualifying rounds on the same horse, additional contestants will be added in the order they placed in the second round. If a division doesn’t fill after using the second-round times, we will put both round times together in order from fastest to slowest and take the fastest times out of both rounds and fill the remaining spots. If a contestant chooses not to compete in the High Noon Showdown short- go, no additional contestants will be added.
  • Championship Round short go will be run from slowest qualifying time to fastest and consists of one clean slate go made up of those 30 contestants, who qualified in each respective division in the qualifying rounds, for a total of 150 contestants and will run slowest to fastest!
  • 1st & 2nd Go Draw The 1st go-round will be a random draw and the 2nd go-round will be in reverse order! We will begin with the ending number of round 1, and go back down to number 1 (ex. 250, 249, 248,... 4, 3, 2,1). In the 2nd round, you will be called by the same number as the first round, but it will be in descending order.
  • Youth Horse and Rider Rule: Youth contestants may run any horse, regardless of ownership, but a horse can only be entered once in the race. You must name a horse for each entry and ride that named horse in all rounds of the race. Example: You may not ride a different horse in the Championship round from the one you rode in the 1st and 2nd Go. Once you make your first run, you can’t substitute another horse for that entry.

Youth Approvals and Sidepot Races

  • WPRA Approved- Open Race 1, Open Race 2, and the Junior incentives are approved.
  • BBR Approved - Open Race 1 & Open Race 2

    • $500 entry fee for each time you run.
    • Enter up to 2 times during the event.
    • Everyone that enters will have their time placed in a 5D side pot race
    • You can roll your times from the Open Race 1, and/or Open Race 2 to qualify!

Youth Carry-overs

  • Youth may carry over their time from the Youth Extravaganza to the open races, OR you can choose to enter them separately and make an actual run.
If you choose to carry over:
  • Your run from the 1st go of the Youth Race is eligible to carry over into the Xtreme Mini Million and Open Race 1 5D
  • Your run from the 2nd go of the Youth Race is eligible to carry over into the Xtreme Mini Million, Open Race 2 5D, and the TQHA Stallion Incentive
  • The short go can be carried over to the Xtreme Mini Million
  • Rider Age Incentive is an age race within the Youth Race. Your time will go into a pot with everyone who enters your age-specific group. Youth Race Age Incentives will be paid on the 1st and 2nd Go-round of the Youth Race.
  • Age groups are: 8 & under | 9-12 | 13-15 | 16- 19
  • Age will be based on the contestant’s age on the race’s first day, June 26, 2026.


Open Race Details & Rules

Stars & Stripes Open Race 1 and Open Race 2 presented by Elite Barrel Racing

This race will run in the Show Pavilion Arena (not in the Coliseum)

TQHA Incentives (Only on Open Race 2)
Entry Fee: $40
  • Stallion Incentive $5,000 added
  • Open to horses of all ages
  • Owner and Rider must be TQHA member* Straight pay 5 places – 60% (horse owner) /40% (stallion owner) split
  • Payout will come from the TQHA office
  • 75% payback, 100% of added money
  • It is NOT an AQHA-judged event
  • 2026 Stallions from Auction or horses can be nominated from past stallions no longer in the program
  • Please include a copy of your papers when you enter. If entering online, please email a copy to the office
The Dad Race
Entry Fee: $60
  • On-Site or emailed entry forms accepted - no online entry will be available
  • This race is open to Dads and Grandpas of entered youth contestants
  • No processing fee, 75% payback straight pay, prize to fastest time

Exhibitions

Fee: $5.00
You must be entered in a race to get exhibitions
  • Thursday, June 25, 2026: 11:00 AM – 6:00 pm Exhibitions (must purchase online)
  • Friday, June 26, 2026: 8:00 AM - 10:00 AM Exhibitions (must purchase online)
  • Exhibitions will be sold online only.
  • Note: Exhibitions: $5.00/each. You are buying 1 exhibition for 5.00 and can buy a maximum of 15 per day. If you purchase too many, they will be taken away, NO REFUND WILL BE GIVEN, and no drawing out of exhibitions.

General Rules

  1. Substitutions: Substitutions must be made using a Change form. You can change a horse or a rider, but not both.
    • Horse Change: The form can be emailed or turned in onsite. There is a $10 fee per horse change.
    • Rider Change: The form can be emailed or turned in onsite. There is a $25 fee per rider change. You must have the new rider's address, phone, and social security number.
  2. Selling a Run
    • You cannot sell your run or switch draw spots. You must draw out completely. If spots are available, you can enter as a new entry. Once you have a draw number, you cannot switch to another position.
  3. Check-In
    • Upon arrival, you must check in at the Stall Office for your stalls and RVs. The stall office will be open 24 hours once the barn opens.
    • You do not need to check in for the race. You can confirm your race position and incentives on the Draw page of the website.
  4. Stalls
    • Please review the Stalls & RVs section listed above. If you want to stall together, one person must purchase all the stalls. Do not send any requests to be stalled together. There is no hauling partner form.
  5. Dress Code
    • All contestants must wear a long-sleeved shirt, long pants, Western hat (minimum 2 1/2" brim), cowboy boots or equestrian sport shoes for all races.
    • Caps are not permitted.
    • Helmets are not required, but all contestants are encouraged to wear one.
    • Anyone not wearing proper attire in the arena will be assessed a $50 fine.
    • If your hat falls off and lands in the alleyway or the arena, a $10 fine will be assessed.
  6. Fines
    • 100% of all fines will be donated to the Elite Barrel Racing Scholarship Program.
  7. Sportsmanship
    • All contestants and their family members are expected to display good sportsmanship at all times.
    • No level of abuse toward any animal at this event will be allowed. Foul language, misconduct, or abusive comments spoken
      to any contestant, spectator, staff member, or arena personnel will result in immediate contestant disqualification and no refund of entry fees.
    • Contestants are also responsible for traveling companions and their family members.
  8. Photos and Videos
    • Elite Barrel Racing Productions photographs and videotapes each contestant’s run. These photos/videos are the property of Elite Barrel Racing Productions, and decisions made by Elite Barrel Racing Productions management as a result of viewing photos and/or videos are final.
  9. Returned Checks
    • There is a $40 service charge on all returned checks from the bank for any reason. If a check is not replaced with a cashier’s check or money order within 30 days after the check is dated, the contestant will be put on the "ineligible" list.
  10. Dogs
    • Dogs must be on a leash at all times per City of Waco, Texas ordinance.
  11. Vendors
    • All vendors must submit a form to be eligible to participate at any Elite Barrel Racing event. There shall be no selling of any type of merchandise or professional service on the arena grounds, in stalls, or at trailers without a vendor contract with Elite Barrel Racing Productions.
  12. Turn Out Rules
    • Contestants shall identify themselves to the Gate Man and be in the holding area five horses before their run. Failure to do so will result in the contestant's disqualification. The Gate Man will be located next to the alleyway going into the arena. The contestant's name will be called by the Gate Man three times; if the contestant is not in the arena by the third call, they will be disqualified. Only one horse may be in the alleyway at any time. Remember, the three official calls come from the Gate Man, not the Announcer.
  13. Time Begins
    • Any time a contestant crosses the starting line, the time will begin.
  14. No Time
    • A "No Time" will be given to the contestant for the following reasons:
      • If the contestant "circles" their horse after entering or exiting the arena. (Definition of the Arena is past the plane of the alley)
      • If the contestant breaks or misses the barrel pattern.
      • If the contestant runs out of turn. It is the contestant's responsibility to know their draw position.
      • If a contestant knocks over a barrel. A "no time" will also be given if a barrel is knocked over and it sets up again on either end. Touching a barrel, including keeping it from falling, is permitted without penalty.
      • If the contestant's horse or rider falls during the run in such a manner as to break the pattern or if the rider falls off the horse after entering past the plane of the alley
      • Unable to get the horse in arena in the 60-second time limit.
      • If a horse stops forward motion.
    • If you feel that you have been fouled for some reason, you must pull up and declare the foul to the gateman.
  15. Time Limit
    • If a contestant is in the holding pen and attempts to enter the arena but is unable to get the horse down the alleyway, the gateman, after the second call, will give the rider 60 seconds to enter the arena. At the end of 60 seconds, if the horse has not broken the plane at the end of the alleyway into the area, the rider will be disqualified. (The reason for this rule is the contestant's safety, the other contestants in the holding area, and the employees.)
  16. Barrel Moved
    • If a barrel moves off its marker during competition, it must be reset before the next competitor's run.
  17. Horse and Rider Rule
    • Contestants may run any horse, regardless of ownership, but a horse can only be run once in each section.
  18. Horses in Arena/Alley
    • Only one horse may be in the arena or alleyway during the competition. (The reason for this rule is the safety of the contestant. Accidents can occur where the assisting horse gets in front of the contestant horse, and the contestant horse then decides to go and runs into the assisting horse.)
    • A horse can be assisted to the mouth of the alley, but persons on foot are not allowed in the alley or the arena once the horse and rider have entered. There will be no whipping of a horse from the ground in the holding pen area or alley entrance. The Gate Man will enforce these rules implicitly.
  19. Re-Runs
    • Re-runs shall be granted if the official and backup timers fail to work correctly unless a barrel has been turned over, resulting in a no-time.
    • If the barrels are not placed properly on their markers, a re-run shall also be granted without any penalties being applied; however, any penalty occurring on the re-run shall result in no time.
    • If a rider feels that they have been fouled or compromised in any way, it is the rider's responsibility to pull up and declare the foul to the Gate Man.
  20. Training in Arena
    • Contestants who are given "no time,” either for breaking the pattern or knocking down a barrel, may complete the pattern. However, at its discretion, show management will ask a rider taking excessive time to train to leave the arena immediately. If such a request is not complied with, a $25 fine may be assessed.
  21. Fastest Run Possible
    • Contestants must attempt to make the fastest run possible. Any blatant attempt to "pull up" or pace their run may result in the following penalties:
      • 1st Offense - Warning
      • 2nd Offense - $50 fine
      • 3rd Offense - one year on the "ineligible" list at Elite Barrel Racing Productions events.
  22. Tie for Prizes
    • The prize money will be split equally if contestants' times are tied. Numbered poker chips will be drawn, and prizes will be awarded based on the order of highest to lowest, with the highest number receiving the most significant prize.
  23. Payout Requirements
    • Checks must be cashed/deposited within 90 days, or all monies will be forfeited.
    • A current W-9 must be on file in order for a check to be issued.   24. Disqualifications
    • Any act deemed prejudicial to the best interests of Elite Barrel Racing Productions may result in the contestant's disqualification, with no refund of entry fees. The contestant may also be placed on the "ineligible" list for Elite Barrel Racing Productions. These acts may include but are not limited to the following:
      • Using abusive or intemperate language or attempting to threaten, bribe, influence, or harass any contestant, spectator, staff member, or Arena Personnel. Also, any remarks made with the intent to cast aspersions on the character or integrity of an Elite Barrel Racing Productions staff member or management member
      • Moving or attempting to move markers at any time
      • Use of electronic and/or remotely controlled devices to alter the outcome of a run
      • Abuse of a horse in any way, either on the ground or in the saddle. No Whipping a horse from the ground by a bystander
      • Abuse of an animal in the show arena and/or evidence that an act of abuse has occurred prior to or during the exhibition of a horse in competition
      • Competing while under the influence of drugs or alcohol
      • Misidentifying a horse in any Elite Barrel Racing Productions Barrel Race class
      • Misidentifying a rider in any Elite Barrel Racing Productions Barrel Race class
      • Other conduct that is not in the best interest of Elite Barrel Racing Productions or its contestants
      • Failure to make good on a returned check to Elite Barrel Racing Productions or any other association with a cooperative agreement with Elite Barrel Racing Productions on the returned checks
      • The Elite Barrel Racing Productions Management, at their sole discretion, shall have the authority to disqualify or deny entry to any horse they deem dangerous to the rider or to other individuals, animals, or property
  25. Safety
    • Safety is a prime objective at this barrel race. If you have a horse that could be dangerous to yourself, other contestants, or other horses, do not come to this barrel race. Any horse or contestant deemed dangerous by Elite Barrel Racing Productions management will be disqualified, and entry fees will not be refunded.
    • Absolutely NO segways, hoverboards, golf carts, scooters, bicycles or other battery operated or motorized means of transportation are allowed in any building on the grounds at any time. These vehicles must be left outside the buildings, in a place that does not block the flow of foot or vehicular traffic.
  26. Rules
    • The management of Elite Barrel Racing Productions reserves the right to create any new rule or modify any existing rule to better the sport of this barrel race. Please note that the rules appearing on the boards at the event take precedence over the website and any other postings. All announcements at the show supersede printed material.
  27. Postponement of Event
    • Elite Barrel Racing Productions reserves the right to postpone any barrel race due to a natural or manmade disaster. We do not like to put these conditions on any event but feel it is unfair if only a small percentage of barrel racers can attend. Any monies collected will be refunded. If any event is postponed, we will reschedule it for a future date. No postponement, or cancellation, will be made due to a lack of entries.
  28. Coggins and Health Paperwork Requirements
    • All contestants with animals must have the following documents for their animals to enter the property:
      • Out of state horses: Certificate of Veterinary Inspection current, issued within thirty (30) days or a valid equine interstate passport or equine identification card, current, issued within six (6) months.
      • Both instate and out of state horses: Negative equine infectious anemia (EIA) test (also known as "Coggins Test") within twelve (12) months.
    • ALL CONTESTANTS are required to bring required documents to the Check-In Booth at Gate #5 upon entering the grounds so that Elite Barrel Racing staff can obtain a copy per Texas Animal Health Commission (TAHC) regulations. Contestants without proper paperwork will be asked to leave the property immediately. ABSOLUTELY NO ACCEPTIONS!
